Storage costs, not production costs, are the biggest barrier.
But what is uniquely valuable about any nation’s collection of vehicle and the batteries (together with home & business garage charging posts) is how inherently de-centralized it already is and that its costs of storage are naturally borne by the vehicle owners not government or business.
Statistically, it is very reliable and very robust addition to a national power grid rendered fragile by shifting to locally unreliable wind and sun away from huge reliable stockpiles of coal sitting next to a handful of megawatt base cola-fired power generators.
